Additional Tax Benefits For Clean Energy in 2009?

December 26th, 2008 by admin

According to a recent CNNMoney.com story, Congress is considering a further expansion of tax benefits for clean energy:

WASHINGTON -(Dow Jones)-December 19, 2008- Congress appears increasingly likely to expand tax benefits for renewable energy sources like wind and solar in an upcoming economic stimulus bill, say lobbyists and congressional aides. But for who, for how long, and under what conditions remain major question marks.

(Full story – By Martin Vaughan, Dow Jones Newswires; 202-862-9244; martin.vaughan@ dowjones.com)

Congress approved an extension of the renewable energy tax credits as part of the bailout package passed in October 2008, but the crisis in the credit markets has meant that little additional financing has become available.

The collapse of the financial sector has hit wind and solar projects hard. Construction of solar and wind power relies on upfront financing from third- party investors, mostly large banks who buy the tax credits.

The financial crisis felled some renewable energy tax credit investors, like Wachovia Bank (WB), and left others in a loss position, so they won’t have a need for tax credits this year. That has meant investment dollars are scarce for projects completed in 2009.

In the wind energy sector, project developers will have to decide whether to take delivery of turbines and other components in 2009, which may have been ordered months ago.

“It’s a difficult situation,” said Joshua Magee, an analyst at market research firm Emerging Energy Research. “They’ll have to evaluate on a project-by-project basis whether they can sustain a delay, or whether they need to go forward according to their original schedule.”

According to the story,

Senate Majority Leader Harry Reid, D-Nev., this week announced he supports making renewable energy tax credits refundable.

The industry’s hope is that making the credits refundable will boost their value to the point that more high-tech companies and other non-financial firms will want to invest. “This would substantially lower the reliance on third-party financial investors,” said Magee.

With a refundable credit, it’s also possible that some developers could self- finance and cut the third-party investors out of the equation entirely. That would depend upon how any new legislation is written. One concern voiced by some congressional staff is whether removing the third-party investors would create opportunities for fraud and abuse.

Tax benefits from investing in clean energy projects are two-fold. There are the tax credit benefits, which for solar projects are worth 30% of initial investment costs, and for wind projects are tied to the number of kilowatt hours of electricity produced. But investors also become co-owners of equipment, which they can depreciate over a five-year period.

These depreciation tax benefits are particularly important in the wind energy sector. As U.S. demand for wind energy has grown in recent years, costs of turbines and equipment has also risen dramatically. That has made the value of depreciation benefits to investors roughly equal to the value they get from the tax credit itself, people affiliated with the industry say.

“The reality is the depreciation can be as important as the tax credit in terms of making the financing work,” said Greg Wetstone, senior director of governmental affairs at the American Wind Energy Association.

Understanding the availability of state and federal funding, tax credits, and other incentives is key to knowing where the renewable energy industry is going, and what the opportunities for emerging businesses are. Part of our role at SBI is to keep up to date on issues like this, and be able to point our clients to sources of information that can shorten the learning curve in terms of finding their role in the new economy.

Developing Small Hydro in NJ

July 17th, 2008 by admin

We have submitted a paper to the Energy Master Plan group, and to Assemblyman Upendra Chivukula, Chairman of the Utilities Committee in the NJ Assembly, concerning the potential for small hydro.

This paper is available here: DevelopingSmallHydroinNJ.pdf.

The part of this paper that addresses the issue of the REC market remains disputed by the Board of Public Utilities, on the grounds that the supply and/or utilization of energy in NJ has nothing to do with the RECs issued, and that reclassifying small hydro from Class II to Class I would “swamp” the market for RECs even if none of this energy were generated or used in NJ. This is an important issue, and will likely be addressed in a revised version of the paper.

Water Catching Fire?

September 13th, 2007 by admin

Someone has invented a way to make fire from salt water by bombarding it with high frequency radio waves. According to an entry at Technology Expert,

Originally John Kanzius, a former broadcast executive, was trying to figure out how to bombard cancer cells with RF to fry them (he had discovered he had cancer). As a secondary experiment, he was trying to desalinate the salt water. He noticed that there was a gas given off by the water and that it could be ignited… What he really does is weaken the bonds between the salt, hydrogen and oxygen in the salt water, releasing the hydrogen, which continues to burn as long as the RF field is present.

Here’s a video explanation:

http://www.youtube.com/v/Tf4gOS8aoFk

What’s not yet clear is whether this is a viable way to produce energy. Some comments from around the net:

Do we get a net positive outflow of energy? Even if we do, is there enough harm done by the production to offset the positive effects?

How much energy did the radio-frequency generator consume compared to the chemical reaction in the water?

So maybe it’s too early to get excited about this.

See also water4gas.com, which claims to be able to convert water to HHO (2 Hydrogen + 1 Oxygen), also called Brown’s Gas or Hydroxy, which can be injected directly into the combustion chambers of a conventional automotive engine. Seems a little suspicious, especially because of the marketing approach, but clearly there is a growing interest in hydrogen-powered vehicles.

AAR Leads Aviation Services Industry with Renewable Energy Commitment

September 11th, 2007 by admin

WOOD DALE, ILLINOIS (August 23, 2007) — AAR CORP. (NYSE: AIR) announced today that it has purchased Renewable Energy Credits (RECs), equivalent to 100% of the Company’s purchased electricity used across their North American operations, through 2010. This landmark purchase of RECs is the largest to date by an aviation services company among Partners in the U.S. Environmental Protection Agency’s (EPA’s) Green Power Partnership. An REC purchase ensures that the amount of electricity a company or an individual uses is replaced onto the power grid with renewable electricity. AAR is purchasing 27,500,000 kilowatt hours (KWh) of RECs per year from an array of clean generation sources across the United States that includes wind, biomass and low-impact hydroelectric. These clean resources generate electricity without producing carbon dioxide or other harmful pollutants.

“With the purchase of these RECs, we are taking a major step forward with our environmental initiatives and the support of cutting-edge clean power technologies,” said David P. Storch, Chairman and Chief Executive Officer of AAR. “In addition, we are reducing the overall amount of power consumed by our North American operations and adopting a greener operating model.”

Based on a national average emissions rate, the U.S. EPA estimates that AAR’s green power purchase of more than 27 million kilowatt hours is the equivalent to avoiding the emissions of more than 3,000 passenger cars each year, or the equivalent amount of electricity needed to power 1,700 average American households annually.

“America is shifting to a ‘green culture,’ with more and more businesses understanding that environmental responsibility is everyone’s responsibility,” said Marcus Peacock, EPA’s Deputy Administrator. “The EPA commends AAR CORP. for making a long-term commitment to protecting the environment.”

By buying green power in amounts that exceed the EPA’s purchase requirements, AAR also becomes a member of the Green Power Leadership Club. This distinction is given to organizations that significantly surpass the basic purchase requirements to be included in the Green Power Partnership. AAR will also be listed on the EPA’s 100% Green Power Purchaser list, which is scheduled for its next quarterly update in October.

AAR has chosen Colorado-based Renewable Choice Energy as its supplier of RECs. Renewable Choice Energy is a leading national provider of renewable energy that is building the market for clean and renewable sources of energy.

AAR is also expanding its commitment to energy efficiency by utilizing high efficiency fluorescent lights in its U.S. facilities. Other green initiatives including reducing energy consumption, conserving water and recycling scrap material, are designed to provide long-term environmental and financial benefits. In addition, employees are encouraged to read and post on “Green Voices,” AAR’s internal green blog.

People – Planet – and Profits is rapidly becoming the new mantra of the 21st century business person. Business leaders and managers are challenged as never before to address a myriad of issues that go far beyond the single profit motive. People issues ranging from worker health and safety, employee morale and engagement, as well as societal issues of entrenched poverty are rising to the fore as core business issues. July 18 Meeting Notes & Follow-ups

July 30th, 2007 by admin

The Incubator’s July 18 “stakeholder meeting” was outstanding, with a wide spectrum of individuals from business, government, and academia coming together to offer ideas, suggestions, and support to the Incubator project. More details on this will follow, but the steering committee plans to move forward with a full feasibility study, with strategic partnerships with other incubators and nonprofits, and has reached an agreement to sign up its first full client, HydroCoil Power.

In our view, the meeting on July 18 was highly successful both in endorsing the concept of the Sustainable Business Incubator and in brainstorming issues, tasks, and opportunities for the team to pursue.

The attached Stakeholder Meeting Notes (Word document) focuses on the key outcomes of the stakeholder meeting on the Sustainable Business Incubator. We have attempted to make this report action-oriented, with specific dates and responsibilities assigned wherever appropriate and possible. Please note that the table is a distillation of the proceedings of the meeting on July 18, 2007 and is therefore limited in detail. If you feel that there are any omissions or mistakes in the document, please let us know and we will attempt to resolve such issues. We thank you for your participation and look forward to your continued involvement.
